Developing our Road Map - Part 1 : Strategy Map (50mins)
- Ask the team to divide their vision statement into key elements.
(eg. "swift","formidable", "fighting force", "united", "defense of SG")
- Create a strategy map to demonstrate how the key Elements relate to each other, and which Elements are higher-level ones that influence other Elements
(eg. "swift","formidable", "fighting force", "united", and it is the combination of the three that will contribute to "defense of SG") . Agree on the few Elements that are the most influential.
- Individually, write down in a few words/phrases what you think each of these Elements means.
(eg. Under "formidable", you might suggest "group competency", "individual competency" and "fitness")
By putting the Post-Its up on the wall under each Element, cluster the meanings and identify them as Themes. (Facilitator to ensure that consensus is reached on the list of Themes.)
- In small groups, discuss and list suggestions for how to achieve each Theme - these are Intended Outcomes.
(eg. Under "fitness", they can suggest intended outcomes such as "IPPT results", "report sick habits", "regular exercise/training" and "healthier living").
NOTE : Encourage CO to form groups that are relevant by functional group AND contain a cross- section of ranks.
Ask each group to share their list of Intended Outcomes
- get CO to agree with the lists and identify any overlaps.
BONUS : If this team has previously experienced the 4-player model, facilitators should recap the 4 roles -
Mover, Opposer, Observer and Supporter - and the 4 qualities that should define those roles - Truthfulness, Respectfulness, Suspension, Listening . Urge the teams to conscientiously perform those roles in the subsequent discussion, to generate a more effective discussion and avoid Abilene Paradox.
Objective:
To help Comd Team to unpack their Vision into clearly-defined Themes and subsequently, a set of desired Outcomes. To brainstorm Actionable Plans that can help achieve the Outcomes they have proposed.

Developing our Road Map - Part 2 : Action Plans
- Show them the Roadmap template. In the same discussion groups. propose KPIs for each Intended Outcome. For each KPI, fill in Targets, Actual state and Action Plans (and timeline). CO to lead.
- Each group to present their proposals. CO to go through the list and identify OICs for each of these Outcomes.
NOTE : Explain that due to time constraints, not all the Elements / Themes will be discussed. Stress to the team that the Roadmap template should be used by the unit to continue developing and reviewing their Roadmap beyond the workshop.
Objective:
To get groups to share discussion points for each element and to fine-tune implementation actions if necessary. To strategise by aligning coming ICT activities / work plans to the Bn Vision.
